Tekken 6BR Dongle Flash
Making a write up of how I did this so I don't forget in the future.
I have a Tekken 6BR HDD but I don't have the dongle but really want to play it, and I couldn't find any to buy online, it's a game namco won't support me with on the original hardware so it is time to get creative.
After researching I found you could create your own dongle using a compatible flash drive. As long as you knew the parameters the game was looking for (in Tekken 6BR's case, it was USB VID, PID, and Serial Number reported to the Namco System357)
Now it's time to find a compatible USB Flash Drive that I can rewrite the parameters using tools that can rewrite the firmware. I first opened up a program called "ChipGenius" which will tell me the Controller Part-Number that I can use to find the appropriate flashing software that can rewrite what I need.
In my case I found an older 2GB USB 2.0 Flash Drive with a "SM3255AA" Controller, conveniently it is common enough to have found a youtube video that has the software necessary and public. https://www.youtube.com/watch?v=o8mgsx4a9Og
The thing you need to change for Tekken 6BR's case is the DEFAULT.INI that comes with the program necessary. If you are specifically using the "SM3255AA" program that is in the above youtube video, you can use the information below as a guideline.

I believe you can replace the XXXX with any 4 numbers and it will be a valid dongle, like 8356 for example. This is based off an English version dongle, so I am not sure what number you would need to change in the serial begin to make it Japanese for example.
Once you flash it, check it in something like USBLogView to verify it looks correct. It should look something like this
You should now be able to plug in your Tekken 6BR HDD into your Namco System357 or 369, plug your flash drive into USB Port 1 and the game should boot. Namco369's VGA port is very buggy with Tekken 6BR so I'd recommend only using HDMI if on that system, meaning you won't have 4:3 mode.
